According to ehow.com, Medicaid is a program run by federal and state governments. It assists those with limited income to receive care in a nursing home or rehabilitation facility. Each state has its own income limits. Financial hardship is required, along with other criteria the states have in common, such as: age, disability and vision deficiencies.
