Park Rivers Estates Care Center Coon Rapids Complaint Findings for Physical Abuse by Staff

In a report concluded on June 6, 2013, the Minnesota Department of Health cites Park Rivers Estates Care Center for physical abuse by staff emotional abuse by staff.

It is alleged that abuse occurred when the Nursing Assistant/Alleged Perpetrator (AP) took a resident’s cap and refused to give it back.  The AP then grabbed the resident’s wrists and pushed them into the resident’s stomach area.

The preponderance of evidence establishes that abuse is substantiated when the AP grabbed a resident by the wrists causing injury to the resident, crossed the resident’s wrists and pushed them into the resident’s stomach causing the resident to exhale forcefully, and teased the resident by removing his ball cap and waving it in front of him until the resident’s behavior escalated.

The witness stated that the resident grabbed out, reaching for the blanket to cover her/himself.  The AP grabbed both of the resident’s wrists.  The AP removed the resident’s ball cap and waved it in front of his/her face several times, teasing and aggravating the resident.  The AP then threw the resident’s ball cap onto a nearby table, out of the resident’s reach.  The AP grabbed the resident’s wrists a second time, crossed them, and pushed them “hard” into the resident’s stomach, causing the resident to exhale forcefully and make and audible sound, “like someone who got the wind knocked out of them”.  The witness’s version of events was consistent during the facility’s investigation and the OHFC investigation.
